Romania’s Defense: €626 Million Investment in MANPAD Systems

Romania is preparing a major investment in Mistral 3 systems for air defense, with the price now revealed.

Romania is preparing for a historic enhancement of its military air defenses with the acquisition of over 200 Mistral 3 MANPAD systems.

The Romanian Ministry of Defence (MApN) has revealed details of the ambitious program, which includes approximately 1,000 missiles, initial logistical support, and operator training. The total cost for this significant upgrade is set at €626 million, excluding VAT.

Joint European Procurement Secures Competitive Pricing

A key factor behind the favorable pricing is that Romania is not acting alone. The project is being carried out in close cooperation with eight other European countries under French leadership, ensuring that all participants benefit from the same advantageous terms.

Nicolas Warnery, France’s ambassador to Romania, highlighted this in a recent interview: “All countries, including France, benefit from the same terms.”

The Romanian Ministry of Defence also points to the use of EU instruments such as SAFE (Support Action for European Security) to further reduce costs while simultaneously strengthening Europe’s defense industry.

Focus on Air Defense and Modernization

The purchase of Mistral 3 systems forms part of Romania’s broader military modernization plan, which encompasses more than 70 major projects. These include a new NATO-standard individual weapons system and the procurement of new infantry fighting vehicles (MLIs).

The latter program alone is valued at €2.5 billion and involves the delivery of 246 state-of-the-art infantry vehicles, complete with a full logistical support package.

The upcoming MANPAD acquisition aims to bolster Romania’s air defense against modern aerial threats and safeguard critical infrastructure. The systems are noted for their very short range and high mobility, making them particularly effective against fast, low-flying targets.

More Defense Contracts on the Horizon

In addition to the Mistral 3 deal, Romania is also nearing the conclusion of an even larger defense agreement with Israel’s Rafael Advanced Defense Systems. This deal, valued at approximately €4.2 billion, will supply advanced SHORAD and VSHORAD systems.

With these investments, Romania is positioning itself as a key contributor to European defense cooperation. At the same time, the country is sending a clear signal of its heightened defense readiness and strategic commitment to national security amid rising geopolitical tensions.
