President Ilham Aliyev’s clear message to Ukraine—that it must never accept violations of its territorial integrity—has sparked a wave of Russian threats.

At the Global Media Forum on July 20, Aliyev emphasized that Ukraine must never give up its fight against Russian occupation.

Shortly afterward, Russian military bloggers and propagandists began calling for direct aggression against Azerbaijan.

Russia Sets Its Sights on the Caspian Sea

One of the most prominent voices, blogger Aleksey Zhivov, described President Aliyev’s statements as “openly hostile” and warned that the Caspian Sea could soon become “a new war zone.”

At the same time, other propagandists portray a conflict with Azerbaijan as “inevitable,” accusing the country of “open Russophobia” and of becoming “a NATO outpost.”

Spy Accusations Heighten Tensions

In late June, two Russian FSB agents were arrested in Baku. They worked under cover at the Russian-owned news agency Sputnik Azerbaijan, known as a tool for Kremlin propaganda abroad.

Azerbaijan has yet to release official details about the arrests, but local media suggest the agents may have been involved in intelligence and propaganda operations benefiting Moscow.

Russia’s practice of using media, diplomatic, and commercial institutions as covers for espionage is well documented, and the arrest of FSB agents signals a marked deterioration in Azerbaijan-Russia relations.

Is a New Conflict on the Horizon?

President Aliyev’s public support for Ukraine, along with his plans to take the case of the AzAL plane crash—likely shot down by Russian air defense—to an international court, have further increased pressure on Russia.

This has led military bloggers closely linked to the Russian regime to dramatically escalate their rhetoric.

The question now is whether Azerbaijan—despite the threats—will maintain its support for Ukraine or if mounting Russian pressure could escalate the situation into a genuine military conflict.

So far, President Aliyev appears determined to uphold the principle of territorial integrity—a stance that could prove crucial for regional stability.
